Where we build ADUs: Phoenix and four neighbors.

Arizona set a statewide floor for ADUs in 2024. Each city then wrote its own version, and one of our towns is too small to be covered. Here is how they differ.

How do ADU permits work in the City of Phoenix?

Phoenix's Planning and Development Department reviews ADUs. In late 2024 the City Council adopted text amendment Z-TA-2-24 to meet the state law, raising the limit from one ADU per lot to two and removing the city's ban on short-term rental use. A qualifying ADU needs a building permit, not a public hearing.

Which Phoenix lots qualify?

A lot with no more than one single-family detached home. Common single-family zones include R1-6 and R1-10, and lot coverage limits differ by district. Phoenix points owners to its My Community Map tool to look up zoning. Lots holding a duplex or triplex cannot add an ADU.

What about airports?

The state law does not cover land in the vicinity of certain airports, including military airports and FAA-licensed commercial airports. A 2025 amendment, HB 2928, shrank those restriction areas. Scottsdale noted that parts of the city sit within the vicinity of both Sky Harbor and Scottsdale Airport. We check your parcel against the current maps.

What if my lot is outside these five cities?

Send your address. If the property is in another Valley city or unincorporated Maricopa County, we will tell you whether we can take it on and which office would review it.
